They work at different levels, but every one of them depends on the same thing on the floor: how well and how consistently people respond when a line stops. None of them measures that directly. What is manufacturing efficiency?
How much saleable output a line produces against what it could produce in the same time, running, at speed, at quality. OEE is the standard way to score it; Lean, Kaizen and Six Sigma are the methods for improving it.
What's the difference between OEE and Lean?
OEE is a measurement, a single score for availability, performance and quality. Lean is a philosophy of removing waste. OEE tells you how much you're losing; Lean is one framework for winning it back.
